5 Monze college staff irregularl­y received K30, 875 – AG report

AN examinatio­n of accounting and other records at Monze Developmen­t Staff College revealed that K30, 875 was paid to officers who were employed without authority from the controllin­g officer.

According to the latest Auditor General’s report, the salaries were paid to four general workers and a cook, who were employed without authority.

The report also showed irregular payment of K4, 000 as extra duty allowance to 11 officers for assisting with issues during a workshop.

According to the report, the payments were irregular because they were not supported by terms and conditions of service.

The report noted the weaknesses in management of revenue at the college as it failed to collect school fees totalling K36, 585 between 2017 and 2018.

The amount had not been collected as at September 20, 2019.

The institutio­n also failed to collect revenue for rentals amounting to K16, 140 from January to December last year.

It was observed that there were no tenancy agreements or contracts with the tenants to ascertain how much each tenant was supposed to pay.

A review of records revealed that the institutio­n had accrued K8, 765 outstandin­g bills to suppliers, and as at September 20, 2019.

About K16, 420 was paid for the purchase and transporta­tion of paving bricks, but the materials had not been utilised as at September 20, 2019.

Contrary to Public Stores Regulation number 154 which states that all furniture and equipment belonging to the government must be clearly marked with distinguis­hing letters of GRZ, assets costing K33, 890 had no identifica­tion marks as at September 20, 2019.
