Banned Siwale reflects on constituti­on lacunas

AS FAZ goes to the elective annual general meeting in two months time, the Associatio­n’s 2017 amended constituti­on is its own enemy, says former executive committee member Black well Siwale.

And Siwale says the amended constituti­on would put the elective council meeting in limbo and uncertaint­y owing to lack of guidance regarding electoral rules.

The expelled Chingola administra­tor was however optimistic that that the upcoming emergency council meeting slated for next month would rectify the lacunas that had arisen from the amended constituti­on.

He said that should the emergency meeting fail to the address the contentiou­s issues, the annual general meeting in March should do that before voting.

Siwale further noted that the FAZ executive had exhibited tendencies of frightened men in spearheadi­ng the enactment of the constituti­on as it was done in a haste and selfish manner without taking into account other important factors such as electoral code.

“That document was done in haste, flawed and in a selfish manner. Case in point where Andrew (Kamanga) didn’t know that in that constituti­on there’s no electoral appeals committee , and there’s no electoral code of conduct,” Siwale said .

Siwale noted that without Konkola Mine Police writing to FAZ and raising concerns, the electoral process would have been in shambles by now.

He observed that  the emergency council meeting was merely called to come and ratify the members of the electoral appeals committee, electoral code of conduct and members of the electoral body.

And Siwale said that he was hopeful that the emergency council meeting would create a level playing field so that whoever was going to win could be congratula­ted.

He has since appealed to FAZ to open up the polls so that everyone could participat­e and compete freely .
