DISBAND ACC, DEMANDS SINKAMBA

Anti-Corruption Commission (ACC) should be disband to give room for the creation of an institution that will be reliable, vigor and inspire confidence in Zambians to really fight graft, Green Party president Peter Sinkamba has said.
Mr Sinkamba said ACC was a disappointment as it had failed to live up to its mandate.
He said in an interview that the commission was currently failing to have straight forward cases of corruption prosecuted.
Mr Sinkamba said ACC had failed to win most of the cases it had taken before the courts of law because of lack of convincing evidence.
He said the commission was failing to operate because it was selective in its executing of duty rendering the institution unprofessional.
Mr Sinkamba revealed that he wrote to authorities in 2014 requesting the disbandment of ACC and replace it with a more formidable institution, the Zambia Economic and Trade Crime Bureaus.
“In 2014, we proposed that ACC be disbanded and we still stand by that stance. At the moment ACC losses cases and most corrupt individuals are not even taken to court. The only way is to disband ACC if we are to have an organisation that operates prudently,” he said.
Mr Sinkamba said ACC was only making mere announcements of people being prosecuted when nothing much was being done.
He said ACC was supposed to be dealing with serious cases of economic and trade crimes but that it was failing to handle petty corruption by police officers.
And Mr Sinkamba advised ACC to avoid putting citizens in the firing range when it did not have enough evidence to secure a conviction.
He said an investigative wing such as ACC cannot depend on speculation but needed a swift and thorough probe.
