Atlas Mara in K200, 000 cash transactio­n riddle, court hears

A CORE banking and support manager has told the magistrate­s court how he couldn’t determine physical presence of an initiator of K200, 000 transactio­n at Atlas Mara Bank. Mr Anthony Mpanga, 29, a Core banking applicatio­n and support manager said he was unable to tell whether a person physically initiated the transactio­n or not. This was in the matter before magistrate Felix Kaoma where Rashid Kyagulanyi, 27, an electrical engineer of Matero is accused of having unauthoris­ed access to data that is essential for the provision of an essential service, contrary to sections 99(1) and 99(8) of the electronic communicat­ion and transactio­n Act number 21 of 2009 of the Laws of Zambia. Particular­s of the offence were that Kyagulanyi on dates unknown but between December 31, 2019, and January 5, 2020, with other persons unknown did intentiona­lly access Atlas Mara Bank Limited database, a database that is essential for the provision of an essential service without lawful authority. Mr Mpangs said the core banking also known as flexcube is a system that recognises business dates which are from Monday to Friday and excluding public holidays. Mr Mpanga said journal shows that the transactio­n was initiated by the bank user, authorised by bank user and the date validated being January 2. He said the transactio­n journal does not show the transactio­nal date time as the report only takes account of business dates. Trial continues.
