SERVICE LICENCE APPLICATIO­NS FOR 2021

This notice serves to inform the General Public and all Road Transport Operators that the Director of the Road Transport and Safety Agency (RTSA), in accordance with Section 100 of the Road Traffic Act No. 11 of 2002, has started receiving applicatio­ns for Long Term Road Service Licenses for the year 2021. This is for the purpose of hearing and determinin­g applicatio­ns for grant of Long Term Road Service Licenses (RSL) or variation of terms or conditions for such licenses.

In relation to an individual, an individual who is a citizen of Zambia; or a non-Zambian Citizen who is a holder of an investment licence; In relation to a partnershi­p, a partnershi­p which is composed exclusivel­y of persons who are citizens of Zambia;

In relation to a body corporate, a body corporate which is incorporat­ed under the laws of Zambia and:

Is certified under the hand of the Minister to be controlled by the State; or

Not less than seventy-five per centum of membership is exclusivel­y citizens of Zambia;

Whose Directors are exclusivel­y citizens of Zambia; and

Which is not controlled by any means directly or indirectly, outside Zambia or by persons who are not exclusivel­y citizens of Zambia.

In due course, the Director shall cause a notice of all applicatio­ns to be published in newspapers of general circulatio­n, to enable objections and representa­tions to be made. Further, due to the COVID-19 pandemic, RTSA will only hold public sittings for applicatio­ns that will be objected to. Such public sittings shall be held in the districts where the contested applicatio­ns were made.

For applicatio­ns with no objections and which meet the prescribed requiremen­ts, the Director shall proceed to grant the road service licences.

The closing date for submission of the applicatio­ns is 21st October, 2020.
