PF manifesto linked to 7NDP, PS schools civil servants

CIVIL servants are supposed to know the ruling party’s manifesto by heart because the National Developmen­t Plan (7NDP) seeks to actualize it, Western province permanent secretary, Daniel Bukali has said.

Mr Bukali said people voted for the Patriotic Front based on the soundness of the manifesto.

He said it was the party’s manifesto that would be used by the people as a standard by which to evaluate government.

Mr Bukali said this when he made an impromptu visit at Lukulu District Hospital to check on the quality of services being offered at the hospital over the weekend.

“The problem is, the moment we talk about the party in power some of you become itchy that we have enrolled into politics.

Let me say this here where we are gathered here as

Civil Servants. The current National Developmen­t Plan (7NDP) is expiring in 2021 and it’s directly aligned to the presidenti­al term cycle.

“The Developmen­t Plan is not an innocent document.

It’s a document that seeks to actualize the ruling party’s manifesto that’s why as civil servants we are all supposed

to know the ruling party’s manifesto by heart,” he said.

Mr Bukali said every officer appointed by the President was employed to be a means by which the party’s promise to the people was attained.

He said as a Permanent Secretary and a Civil Servant, his role was to serve at the pleasure of the President.

“I swore allegiance to the constituti­on and the constituti­on demands that all civil servants must work in tandem with the Government of the day. So one must be very careful because in trying to alienate yourself from the party, you are isolating yourself from the government of the day which you and I are obligated by the law to support,” said Mr Bukali.

Mr Bukali directed the Provincial Health Director

Dr. Francis Liywali to submit the files of all those that have been acting on positions for an extended period without being substantiv­ely appointed, to his office for urgent submission to Public Service Commission for urgent Action.
