Shooting culprits identified, prosecution waits
SUSPECTED killers of prosecutor Nsama Nsama and Joseph Kaunda on December 23, 2020, have been identified and punitive action will be taken against them, Minister of Home Affairs Stephen Kampyongo has disclosed.
And Mr Kampyongo said police are investigating to determine individuals who organised UPND cadres who thronged the High Court roundabout when their leader, Mr Hakainde Hichilema was being interviewed at force headquarters.
Mr Kampyongo said the suspected killers were identified during the investigations by the police.
He told Parliament yesterday that President Edgar Lungu had, therefore, handed over the report which he received from police earlier this week to the Director of Public Prosecution (DPP) for action.
At the same time, he said, the police have forwarded the docket of the case to the DPP.
“The house may wish to note that the team tasked to investigate this matter has already concluded its investigations and the suspects who are alleged to have fired the gun shots resulting in the death of Mr Nsama Nsama Chipyoka and Mr Joseph Kaunda have since been identified and the report has been forwarded to the President who has studied the report and handed it over to the Director of Public Prosecution for further action.
“On this call I wish to strongly discourage the practice of moving with crowds before the law enforcement agencies because the trend has proved to be the recipe of lawlessness. Madam Speaker, to prevent further loss of lives during such occurrences, Government is implementing measures, retraining of officers on the recently acquired equipment for effective crowd management. “Conducting routine station lectures on the use of firearms and on parades to access the ability for police officers to handle firearms and the police has been conducting sensitisation for the public to maintain law and order,” Mr Kampyongo said.
He however warned perpetrators of lawlessness that the police would deal with them sternly and would not allow criminals to dare the institution with impunity.
Mr Kampyongo said, “I expect the public to respect the democratic process and the rule of law. He also warned the police officers that Government would never shield them when they choose to take the law in their hands because no one was above the law.
