FIX CIVIL SERVICE, TO FIX CDF IMPLEMENTA­TION, GOVT URGED

THEincompe­tence by some govern ment employees cited by Finance and National Planning Minister, Dr Situmbeko Musokotwan­e that has unfortunat­ely led to fail ure to utilize the increased Constituen­cy Developmen­t Fund (CDF) is a remind er that it’s a challenge that needs to be addressed as soon as possible, says econ omist Yosuf Dodia.

Mr. Dodia said the gov ernment through cabinet should immediatel­y take the necessary action over the matter which, if left un checked, would derail the country’s economic developmen­t.

He said in an interview that the UPND administra­tion should repair the damage which they observed while in the opposition.

Mr Dodia said the office of the Secretary to Cabinet should quickly look at the quality of civil servants that the country has for the gov ernment to deliver the much needed developmen­t.

“Clearly the ruling UPND recognised this weakness in the 2020-2021 CDF as an opposition party that the civil service was heavily compro mised, politician­s were filling in positions of Permanent secretarie­s, directors and al most all levels of government were being compromise­d with incompeten­t employ ees,” he said. He said key gov ernment positions such as the permanent secretarie­s and directors must be occupied by qualified personnel that understand how the govern ment machinery works to be able to execute programs.

Mr. Dodia said clearly, the pronouncem­ent made by Dr Musokotwan­e highlights that the country has a challenge with the quality of personnel working in the civil service.
