We mwina Nkana, you’re not alone

NKANA Member of parliament Binwell Mpundu popularly known as “Umwina Nkana” expressed ichimbo chamali lo or in English “dirge” on the death of CDF 2022 (Daily Na tion, May 25, 2022).

I want to assure the MP that he is not alone in expressing the frustratio­n on such a good innovation which the initiators are now actually killing.

Umwina Nkana is deeply frustrated so I am together with many Zambians who feel that developmen­t must be led by people themselves. We cannot afford to waste opportunit­ies and resources in this manner.

It was good that Umwina Nkana’s letter came out on Af rican Freedom Day, so that we are reminded that the poor condition of the continent is not the matter of external forc es such as the imposition of the financial regime by the IMF/ World Bank/US Treasury.

It is also our own making. We therefore must stop the non sense of victimhood by western imperialis­ts.

How can one explain and justify the lack of disburseme­nt of the 2021 and partial 2022 CDF money in communitie­s where social infrastruc­ture is either decayed or facing terrible deficits.

This is now the opportu nity for President Hakainde Hichilema to announce the threatened national emergen cy and suspend the CDF Act and put it under the manage ment of the recently launched Public-Private Economic De velopment Forum, it will see improved efficiency by 70 per cent before the end of the year.

Or better still; because this government suffers from the inferiorit­y complex of having white people supervise them, take the CDF to the Ministry of Community Developmen­t and Social Welfare and let it be managed alongside the Social Cash Transfer Programme, be cause of the monitoring role of the British Department for In ternationa­l Developmen­t, we have implementa­tion efficien cy go up.

UPND must know that for every failure they commit, PF celebrates by drinking wine. This is so because UPND is giv ing them ammunition on this silver platter.

They must stop making silly mistakes and get on with the job. Zambians are very patient people and know where genu ine obstacles lie.
