ANDELEKI THREATENS TO DISSOLVE ‘INEFFECTIVE’ CDF COMMITTEE
KATOMB O L A Member of Parliament C l em e n t Andeleki has threatened to dissolve the Constituency Development Fund (CDF) committee if it continues to delay resolving the water challenges in Mukuni village.
And Dr Andeleki has described the CDF Act as a useless law which needs to be repealed and replaced if decentralisation is to be meaningful.
In 2021, the CDF committee agreed and approved a sum of K250, 000 to go towards addressing the water situation in Mukuni village.
However, since then, the money has not been released and a contractor has not been found to address the issue.
Apparently, Mukuni village has a population of over 7, 000 residents who are dependent on only one water tank which is working well while five others are not
The situation has made residents be queueing for water between 21:00 hours and 06:00 hours, which they have described as unfortunate.
The residents have been accusing their MP of having failed them, wondering where the approved money has gone to.
This prompted Mr Andeleki to visit the area to find out why the problem has not been resolved.
Dr Andeleki gave an ultimatum of one week to both the Kazungula Council and the CDF committee to resolve the problem failure to which he will be forced to dissolve the committee which he appointed.
He also told journalists that information reaching him was that there was a crop of council workers who were working against the new dawn administration and that the same people have been drawing CDF money as allowance on meaningless meetings and trips purporting to be evaluating approved CDF projects in the constituency.
Dr Andeleki said that he would rather resign as a Member of Parliament and concentrate on his profession as a lawyer than representing people who are suffering at the hands of incompetent officers.
He said that there was no way that people can be sleeping in queuing for water when money was approved a year ago to address the situation.
And Dr Andeleki has described the CDF Act as a useless law which needs to be repealed and replaced if decentralisation is to be meaningful to citizens.
He said that the CDF was oppressive and old and must be replaced without delay.
Dr Andeleki said, it was his expectation that cabinet will quicken the process so that parliament can deal with it.
