SPEAKER MUTTI MUST RESIGN, SAYS CHANGALA

…for having embarked on a crusade to destroy parliament­ary democracy by taking a partisan stance in her conduct as a presiding officer, turning the House into a circus where opposition MPs’ rights to debate are ever curtailed , says Brebner Changala

NELLY Mutti is not fit to be Speaker of the National Assembly because she has exhibited extreme partisan conduct in the manner she is presiding over debate in the House and should therefore be impeached and bring sanity and decorum back in Parliament, Brebner Changala has said.

Mr Changala said Ms Mutti has been nothing but a nuisance in Parliament as she has become a surrogate Member of Parliament who has taken it upon herself to conduct her own debate on behalf of the Executive.

Mr Changala, a civil rights and political activist, says for the first time in history, Parliament had been reduced to a circus where the Speaker was the one debating more on behalf of the Executive.

He said in an interview that Ms Mutti and the Executive had embarked on a crusade to destroy and kill parliament­ary and constituti­onal democracy.

Mr Changala said the challenge Zambians were facing was that there was no institutio­n in the country that could control and manage the three arms of government, which were the Executive, the Legislatur­e and the Judiciary.

He said because of lack of control, the three arms of government had become loose cannons and were breaching and raping the country’s Constituti­on with impunity.

“Zambia has been a Parliament­ary democracy from 1964 if not beyond but this is the first time in history we have seen a Speaker who is supposed to be a neutral umpire siding with the Executive.

Ms Mutti has needlessly been frustratin­g opposition MPs who are now unable to debate and represent their constituen­cies effectivel­y because she is ever interjecti­ng the flow of the debate in the House.

This is the Speaker who wants to be a representa­tive of all the 150 constituen­cies and is deciding how the MPs should debate,” Mr Changala said.

He said Ms Mutti should be impeached because she was destroying the integrity of the National Assembly with her biased behaviour favouring the ruling party.

Mr Changala said there was no doubt in the minds of Zambians that Speaker Mutti was nothing but a hardcore UPND surrogate and that citizens were disgusted by her continued partisan conduct in the House.
