Calls for resignation of some heads of government institutions welcome

- ELEMIYA PHIRI, Lusaka.

Dear editor, A cross section of people in the recent past called for the resignation of the heads of government institutions to resign. Calls for some heads of institutions to resign their positions have exposed ineptitude or rather incompetence in executing duties.

President Hakainde Hichilema has not being spared from calls for him to resign as the head of State. This is in the wake of failing to fulfull the campaign promises.

People in the echelon of power are entrusted with the leadership roles and they are mandated to discharge their duties diligently. In a nutshell, serving people is the true measure of leadership and this should not be compromised in any way.

It is sad that some people holding public office are being challenged to relinquish their respective positions through resignation. The calls for resignation have been exacerbated by their failure to serve the people diligently and devoid of compromise. Simply put, they don't operate in a professional manner.

However, a cross section of people has called for the resignation of Honourable Nelly Mutti, Speaker of the National Assembly, Gilbert Phiri, Director of Public Prosecution (DPP), Mulilo Kabesha, Attorney General, Chief Justice Mumba Malila and Graphael Musamba, the Inspector General of Police, among others.

People feel that the resignation of the named officials is justifiable because they have failed the general public by compromising their conduct to please the appointing authority. This should not be the case under any stress of imagination.

Worse still, the named officials don't operate professionally. They have at one time, or another abrogated the law.

Honourable Speaker Nelly Mutti is alleged to be biased towards opposition Members of Parliament when it comes to debate matters of great importance in the house. She is on record of curtailing debates whenever the opposition lawmaker is on the floor debating on a motion.

If the above is not enough, Mrs. Mutti has condoned illegalities in Parliament. The case in point is her failure to declare the Matero seat vacant. This follows the expulsion of Honourable Sampa by the Edgar Chagwa Lungu led Patriotic Front (PF) faction.

Mrs. Mutti has further recognised the appointment of Robert Chabinga, the Mafinga lawmaker as leader of the opposition. This was after Mr. Sampa illegally dropped Honourable Brian Mundubile, the Malole Member of Parliament as leader of the opposition.

In all honesty, the Judiciary is not operating independently as it is supposed to. This can be evidenced by the delay to adjudicate on cases involving the opposition members. This is not supposed to be the case.

The maxim of the law states that justice delayed is justice denied. That said, there is therefore need for the Judiciary to work independently and professionally when presiding over cases involving the perceived political opponents.

Everything else said and done, the Zambia Police Service under Inspector General Graphael Musamba is compromised in its operations. This can be evidenced by the failure to uphold the rule of law.

Police brutality under the UPND government has become the norm. It is high time people holding public office such as the National Assembly, Judiciary and the Zambia Police Service, among others resigned because of ineptitude as regards their operations.
