KAKUBO OPTS TO REFUND LIANAN US$300,000
FORMER Foreign Affairs and International Cooperation Minister, Stanley Kakubo and the Chinese national, Zhang Lianan have entered into a consent judgement in a matter he is alleged to have fraudulently obtained US$300, 000 cash as payment for a mining partnership.
According to the consent judgement endorsed by High Court Judge Kazimbe Chenda, Mr Kakubo agreed to refund the US$300, 000 to be paid in installments with the final payment to be made by May 31, 2024.
Mr Kakubo has also consented to handover the Mercedes Benz with registration number ADE 6952 ZM seized by the Anti-Corruption Commission for investigations.
“The second plaintiff shall issue an unequivocal statement stipulating the nature of commercial transactions transpiring between the parties particularly clarifying that no payment was made to the first defendant (Kakubo) as an inducement for any favours and that no gift was rendered to the first defendant by the plaintiffs to procure any favours,” read the consent judgement.
Mr Lianan consented to discontinue the matter.
In this matter, Mr. Lianan sued Mr. Kakubo stating that he entered into a partnership and joint venture agreement with the former minister through a company called Hounslow Investments Zambia Limited.
He said Mr Kakubo had informed him that he was the majority shareholder and director of the said company which owns small-scale exploration licences.
He said it was agreed that he would commence exploration activities under the small-scale exploration licence which was in the process of being converted into a small-scale mining licence and that once the conversion is done, the complainant would then carry out some mining activities.
But shockingly, after due diligence on the matter, he discovered that Mr. Kakubo allegedly fraudulently misrepresented himself to be the majority shareholder and director of Hounslow Investments Zambia Limited Company.
