BULAWAYO, Tuesday, July 21, 1992 — The ruling Zanu-PF will have to finance its reorganisa­tion programme which will also redress the confusion caused by operating through the former Ministry of Political Affairs, President Mugabe said yesterday.

Speaking at a meeting with local chiefs, party provincial leaders and Government officials at Zezani Secondary School on the first leg of his meet-thepeople tour in Matabelela­nd South, the President said: “We had problems operating party affairs through the Ministry of Political Affairs. Now the party will have to finance itself.”

Answering questions from provincial party leaders, the President said the party was not going to use civil servants anymore.

“We will finance the party according to the old style. We plan to have full-time party workers who will be paid by the party at provincial and later at district level,” he said.

What the party needed most was loyalty and hardworkin­g organisers, said the President.

Some of the people called on the Government to start income-generating projects to stop unemployed youths in the area from going to look for jobs in South Africa.

They said the Government could build the Manyami Dam which was pegged and approved by previous administra­tions but never built. With a dam in the area the villagers could start gardening projects to generate income, they said.

In reply, the President said the newly created Ministry of National Affairs and Employment Creation would go out into all the districts and identify projects that could be started to assist unemployed youths.

“The Ministry of National Affairs and Employment Creation would put great emphasis on labour intensive projects so that more of our unemployed youths can find something to do,” he said.
