Chitown councillor up for criminal abuse of office
CHITUNGWIZA Ward 23 Councillor and chairperson for General Purpose Committee for Chitungwiza Town Council Question Dingo appeared in court yesterday charged with criminal abuse of duty.
Dingo was not asked to plead when he appeared before Harare regional magistrate Ngoni Nduna.
He was released on $10 000 bail and was ordered to surrender his travel documents.
The complainant in the matter is the State represented by Acting Town Clerk for the Chitungwiza Town Council Evangelist Machona and he is being co-charged with the current Mayor, Lovemore Maiko.
Allegations are that on October 13 last year, Dingo acted on a letter of request addressed to Acting Town Clerk Evangelista
Machona by Alex Mukweva to be appointed on permanent basis to a managerial post as Housing Manager knowing that the post had been frozen by the Local Government Ministry.
The duty to act rested on the Town Clerk. The court heard that on October 16, 2020, Dingo, in an act of favour, disregarded a decision by the Acting Head Human Resources Chirongwe, who assigned Machona to deal with the issue and allowed the resolution to forward the appointment of Alex Mukweva knowing that he was on leave and was not due for any kind of promotion.
Dingo, in connivance with Maiko, admitted the appointment of Mukweva showing favour to him and in that, engaged in criminal abuse of duty.
Valerie Ngoma appeared for the State.
