says: If they actually get to do it, it is a step in the right direction provided the traffic lights work first. However, there are easier ways to deal with errant motorists especially kombis loading and offloading at undesignat­ed zones. Every vehicle on the road must have a plate and is registered. Why not just take down the plate numbers, go to CVR and get addresses of the owners and send them tickets.
