HARARE, 24 April 1992. The Ministry of Higher Education has mounted a staff development programme to retain and increase indigenous staff at its technical colleges, Parliament heard yesterday.
In his reply to the report on his ministry by the departmental committee on service ministries, Cde David Karimanzira and many officers were studying overseas to upgrade their qualifications.
“It should be made clear that such development fellows are always bonded after completion,” he said.
Local in-service programmes were also being mounted with the help of donor agencies to upgrade and update the lecturers. He emphasised the importance of improving salaries for lecturers who seemed to be leaving for greener pastures.
Cde Karimanzira said unemployment was due partly to lack of skills and professions relevant to the needs of the economy.
