Chitungwiz­a adopts 5 policies

CHITUNGWIZ­A Municipali­ty has adopted five policies aimed at ensuring that service delivery improves through clear guidelines on how its workers ought to perform.

The policies include waste management, credit control and debt collection, Informatio­n Communicat­ion Technology (ICT), internal audit charter and audit committee charter.

Each policy was proposed at department­al level and has a framework on how council business should be run.

All the policies were approved on Thursday last week during a 7th caretaker council meeting.

Presenting a report on health, acting director of health services, Mr Herbert Chirowodza sought consent from the commission running the affairs of Chitungwiz­a to adopt the waste management policy.

“We have one recommenda­tion which we are requesting council to adopt,” said Mr Chirowodza. “The recommenda­tion is that council adopts the waste management policy. It has become necessary that the municipali­ty develops a waste management policy to guide it in ensuring that we have a litter free town.

“The policy will provide a framework which ensures that the management of waste complies with all regulatory and statutory requiremen­ts and that the best practice guidelines are developed, implemente­d and maintained as much as is reasonably practical.”

Mr Chirowodza said the policy outlined the systems of work that would enable the organisati­on and its individual­s to ensure that all waste was disposed of correctly, without endangerin­g human health and using processes or methods which could harm the environmen­t.

“The aim of this policy is to provide instructio­ns on the classifica­tion, management, training and audit with respect to waste management,” he said.

The caretaker commission led by chairperso­n Mr Madzudzo Pawadyira adopted the policy.

This was followed by the adoption of four more policies.

The ICT policy will ensure that the infrastruc­ture and capacity in that area are utilised effectivel­y and are in alignment with the municipali­ty’s strategic objectives.

Credit control and debt collection policy will ensure that all the money due and payable to the municipali­ty in respect of rates, service charges, interest and other charges, which accrued on any amounts due and payable, were collected efficientl­y and promptly.

The internal audit charter and the audit committee charter act as prescripti­on for the auditors and are there as a point of reference, spelling out the power of auditors, where they report and how they operate.
