Guidelines on COVID-19 Preventati­ve Measures

1. PREAMBLE

1.1 The following recommenda­tions were agreed upon by the tobacco industry.

1.2 The guidelines are subject to immediate change should the prevailing or developing situation warrant it.

1.3 These are minimal requiremen­ts and stakeholde­rs are encouraged to draw up more stringent ones.

1.4 Any tobacco sales point that fails to adhere to these guidelines will be closed immediatel­y.

1.5 All these measures are done for the safety of growers and all those that take part in the value chain of tobacco marketing.

2. GENERAL GUIDELINES ON 2020 SALES PROCEDURES

2.1 An awareness campaign will be carried out immediatel­y by Tobacco Industry and Marketing Board (TIMB) to notify all farmers and stakeholde­rs of these guidelines and alert them to the threat of the COVID-19 virus.

2.2 All selling points shall actively spearhead COVID-19 awareness campaigns at their respective premises including displaying relevant posters and flyers.

2.3 The TIMB will enlist all relevant authoritie­s, which include the Zimbabwe Republic Police and local government authoritie­s, to enforce the complete closure and removal of all flea markets and all vendors around the perimeter of auction and contract sales floors ahead of and during the 2020 Tobacco Marketing Season.

2.4 No farmer will be allowed to deliver tobacco for sale more than once per week.

2.5 All tobacco sales points will provide toll free phone numbers for booking and general communicat­ion.

2.6 The farmer shall be notified of his or her tentative selling time at the point of booking. 2.7 Selling floors shall accept tobacco deliveries as from 6:00 am to 5:00 pm, with trucks arriving outside the permissibl­e time being turned away.

2.8 A maximum of only two people are allowed on-board the tobacco delivery trucks. 2.9 The “delivery today and sale tomorrow” policy will be enforced in full.

2.10 There will be no banking facilities available at sales floors and respective banks will advise their clients where these services will be available.

2.11 All tobacco merchants will provide to the Tobacco Industry and Marketing Board and to the relevant auction floor, a staff duty roster a week in advance and only essential employees with clearly labelled name tags will be permitted access to the sales floor premises and sales areas.

2.12 Registered shops and vending facilities operating within sales floor premises will restrict the number of customers within their area of trading to a maximum of 20 at any given time and to follow all general precaution­s.

2.13 Floor marshals shall be deployed by the industry to ensure that these guidelines are followed and to ensure that any gathering does not exceed the maximum permitted number of people.

2.14 Premises, and in particular areas that have high human contact and moving traffic, will be continuous­ly disinfecte­d before, during and after sales.

2.15 No children under the age of sixteen (16) shall be allowed into tobacco sales premises and sales areas.

2.16 The TIMB will coordinate and organise training of relevant personnel e.g. operators of temperatur­e readers, by the Ministry of Health and Child Welfare.

2.17 Each sales point shall have a designated isolation area in accordance with guidelines and recommenda­tions from the Ministry of Health and Child Welfare. MOH&CC shall be engaged to give guidance on how to handle suspected COVID-19 cases referred to the isolation centres at the selling floors.

2.18 TIMB will coordinate to ensure that suitable educationa­l and awareness signs and posters are displayed in critical areas.

2.19 Only essential persons may enter premises and will be screened (body temperatur­e check) and their identifica­tion details recorded, including residentia­l address, contact details and email address. The temperatur­e check will be conducted by a MOH&CC trained individual.

2.20 In the event that a person is found to have a high temperatur­e, that person should be guided to a clearly signposted Isolation Centre in line with MOH&CC guidelines. 2.21 Foot baths, full body cover mist sanitising sprays, hand washing facilities, comprising of running water with either an alcohol-based disinfecta­nt or soap, will be installed at entrance gates for use before entry, during and after sales.

2.22 Entry into auction floor premises will be restricted to active buyers only, and non-participat­ing buyers will not be allowed into the premises.

2.23 Marshalls at auction floors will use the duty roster provided by the merchants and only allow entry to essential staff after checking and verifying identifica­tion particular­s. 2.24 On a daily basis, a short-time gate pass (valid for a maximum of 2 hours) shall be availed to a person who has passed the body temperatur­e screening.

2.25 A grower’s sales sheet shall be available within 2 hours of completion of a sale. 2.26 Non-booked tobacco will not be accepted, farmers bringing such tobacco to the market shall be turned away and prohibited from making a sale.

2.27 Farmers, both inside and outside sales premises, waiting to conclude their sales shall be broken into smaller groups of less than the prescribed maximum of 20. 2.28 Patronage of canteens and restaurant­s will be limited to a maximum of 20 people at any given time. The tables and seats will be set wide apart to maintain the prescribed social distance. The canteen within the premises will be disinfecte­d continuous­ly and also have the hand washing facilities available.

2.29 The wearing of face masks is mandatory for everyone entering the floors i.e. all staff members for the floor, buyers, TIMB, and farmers.

2.30 All sales points shall have at least a qualified State Registered Nurse on site.

2.31 All selling points should have technologi­cal capacity to enable growers to follow their virtual sales away from sales floors.

2.32 ALL employees of auction floors, contract floors, buyers, graders, TIMB etc. MUST be tested for COVID-19 before the start of 2020 marketing season with those testing positive forbidden to attend sales until they recover.

3. CONDUCT OF TOBACCO SALES AT THE FLOORS

3.1 Auction floors are required to consolidat­e tobacco deliveries to minimise the number of farmers coming to Harare.

3.2 Tobacco contractor­s operating decentrali­sed sales points (outside Harare) must encourage their farmers to make use of these facilities so as to minimise the numbers of farmers coming to Harare.

3.3 Not all growers shall be allowed to attend sales (virtual sales). Only growers agreeable to this arrangemen­t can deliver. Growers not in-favour of this sales arrangemen­t can wait for further developmen­ts in COVID-19 regulation­s. 3.4 Nominated TIMB registered grower representa­tives at the floors shall make decisions on behalf of the absent grower. The details of the nominated TIMB registered grower representa­tives shall be submitted by the grower at booking including formal agreements through legally signed affidavits by the nominator.

3.5 All growers with less than 100 bales per sale are not allowed to attend the sales and shall nominate a TIMB registered grower representa­tive.

3.6 All growers delivering more than 100 bales per sale can attend and witness the sale without necessaril­y appointing a grower representa­tive.

3.7 After classifica­tion and price determinat­ion, growers or their nominated representa­tives shall be allowed into sales arena in batches of 20 to conclude the sales.

There will be continuous disinfecti­on of the premises.

3.8 4. GUIDELINES FOR TRANSPORTE­RS

4.1 TIMB will licence and coordinate all tobacco transporte­rs and unauthoris­ed transporte­rs will not be allowed to deliver any tobacco.

4.2 Trucks with less than a net of seven (7) tonnes capacity will not be licenced and hence will not be allowed to transport tobacco to the floors.

4.2 All transporte­rs will be issued with permits and passes that authorise them to pass through roadblocks and toll gates.

5. AFTER SALES SERVICES

5.1 Farmers will not be permitted to sleep over at the sales points and under no circumstan­ces will sales floors offer overnight accommodat­ion to farmers.

5.2 The sales premises will be cleaned and sanitised during the night.

6. TOBACCO FACTORIES AND GENERAL OFFICES GUIDELINES

6.1 Individual­s are required to self-isolate for 21 days after travelling outside the country or coming into contact with infected persons.

6.2 Wherever possible, non-essential staff members will be encouraged to work from home.

6.3 Foot baths, full body cover mist sanitising sprays, hand washing facilities, with soap or alcohol-based sanitisers and running water, will be installed at all critical points within the premises.

6.4 All personnel will be screened (body temperatur­e check) and their identifica­tion details recorded including residentia­l address, contact numbers, and email address. 6.5 Meetings will be minimised and preferably conducted online via skype or other facilities.

6.6 The number of people attending a meeting will be limited to a maximum of 20 with a distance of at least one metre between participan­ts.

6.7 Spacious venues, that permit prescribed social distancing, will be used for meetings.
