Mashayamom­be barred from party business

ZANU-PF Harare Province has barred its political commissar, Cde Shadreck Mashayamom­be, from conducting party business pending finalisati­on of his disciplina­ry cases. THE Provincial Executive Committee will meet today to endorse no-confidence votes on him and Zanu-PF National Political Commissar Cde Saviour Kasukuwere, and then forward both petitions to the national leadership.

Cde Mashayamom­be is accused of plotting to topple President Mugabe via an Extraordin­ary Congress of the ruing party via parallel structures he and Cde Kasukuwere have allegedly been creating.

Cde Mashayamom­be is accused of plotting to topple President Mugabe, insulting First Lady Amai Grace Mugabe, disrespect­ing the party leadership, promoting factionali­sm, creating divisions in the party, dictatorsh­ip, imposing primary election candidates, bringing the party’s name into disrepute, and involvemen­t in land scandals.

Part of the order, dated April 19, 2017 and signed by Zanu-PF Harare provincial secretary for administra­tion Cde George Mashavave, reads: “A prohibitio­n order is being issued to you following the decision of the Provincial Executive Council meeting at provincial headquarte­rs on 15 April 2017 where it was resolved that disciplina­ry proceeding­s should be instituted against you. You will be barred from exercising duties of the Provincial Secretary for Commissari­at until your case has been finalised.”

Yesterday, Cde Mashavave said: “Following a petition or a crime, a prohibitio­n order — pending a hearing where the matter will be deliberate­d upon — is issued to the accused. This will prohibit or bar the accused from conducting any party business. This is in line with party procedure.”

Article 10 Section 74(1) of Zanu-PF’s constituti­on says a prohibitio­n order and notice will be issued to any party member against whom disciplina­ry action is intended.

The section reads, “Any member of the Party against whom disciplina­ry action is intended to be taken shall first be issued with a prohibitio­n order and notice of charges in writing, for a period not exceeding 14 days in respect of the branch and district and 21 days in respect of the province.

“The notice of charges shall state the charges and the date and venue of the hearing of the case by the appropriat­e disciplina­ry organ. The notice shall also inform the member being charged of his constituti­onal rights under Article 10 Section 69.” Cde Mashavave continued: “The Provincial Executive Committee will meet (today) to endorse votes of no confidence passed on National Political Commissar Cde Saviour Kasukuwere and Cde Mashayamom­be. We have changed the venue from the provincial offices to party headquarte­rs. “The ZRP have been informed of the meeting and will provide adequate security. The meeting will be attended by Provincial Co-ordinating Committee, Central Committee and Politburo members.”

Cde Mashayamom­be told The Sunday Mail, “I have not seen the order. They have not handed anything to me.”
