Crossing layout a factor in tram fatality
The layout and lighting arrangements at a crossing on the Blackpool tramway near Anchorsholme Park, in Cleveleys, was a factor in a fatal collision between a tram and a pedestrian on November 24 2021.
That is one of the conclusions drawn by the Rail Accident Investigation Branch, which adds that probable distraction of the driver as the tram approached the uncontrolled crossing also contributed.
The pedestrian’s possible beliefs about the tram’s speed (which was 20mph) and how conspicuous he was to other road users at the time of the incident (1811) may also have been factors in the driver being unaware of the pedestrian’s presence until it was too late to take preventative action.
RAIB has made three recommendations. The first is that Blackpool Transport Services should review its process for identifying and assessing the risks arising from tramway activities. The second is that Blackpool Council should do the same, adopting and embedding best light rail industry practices as it does so. Thirdly, Blackpool Council should review its assurance and audit process of Blackpool Transport Services.
