THE chairman of Russia’s second biggest bank VTB and another of Putin’s close associates has an estimated personal fortune of £375 million and owns a fourbedroom flat near London’s Sloane Square valued at £3 million. VTB has sponsored a garden at the Chelsea Flower Show and he has described sanctions against Russia as an ‘economic war’.
