Carriage puzzle

HERE at the North Norfolk Railway, where I volunteer, there is much learned discussion of the small item shown in the two attached photos: but not to any conclusion.

The smart money says it is part of a slip coach mechanism installed against the day when the rest of the apparatus might be fitted, but that’s still just a guess.
