Bitter pill to swallow

Asked about NHS failures at the recent First Minister’s Questions, Nicola Sturgeon trotted out the old answer that NHS Scotland does better than other UK health authorities. Even if true, given that public expenditure per head is higher north of the Border, should it not be doing better?
