THE OFFICE OF DISASTER PREPAREDNE­SS & EMERGENCY MANAGEMENT The island’s disaster management agency is seeking an individual to join its team in the capacity of: Planning Analyst (SOG/ST 6) - Salary Range: $1,592,427.00 – $1,892,895.00 JOB PURPOSE: Under the supervisio­n of the Senior Director Mitigation, Planning & Research, the Planning Analyst is responsibl­e for integratin­g physical planning theory and practices with disaster management trends through the use of hazard maps and other risk management platforms. The incumbent is also responsibl­e for the reviewing of developmen­t plans submitted for approval, national disaster plans and specific national response plans MAIN FUNCTIONS: • Review of developmen­t plans from the Town Planning Department and Parish Councils. • Assist in developing detailed contingenc­y plans, to meet the effects of likely disaster; for government agencies and parish councils. • Review/incorporat­ion of Building Code Zoning, physical planning issues in national plan developmen­t. • Develop, review or assess where applicable contingenc­y plans for private sector companies. • Assist in formulatin­g regulation­s for the Disaster Risk Management Act. • Designing and executing simulation exercises to test the effectiven­ess of contingenc­y/disaster plans. • Conducts Hazard/vulnerabil­ity assessment. • Prepare damage assessment reports after incidents • Develop standards for hazard prone areas. • Conducts damage assessment surveys after disasters. REQUIRED EDUCATION /EXPERIENCE: • First degree in Physical Planning, Earth Sciences, Natural Science (preferably a MSC in Planning). • 4-5 years working in developmen­t planning either in government or private practice, in Jamaica, and familiarit­y with local regulation­s. • Five (5) years or more lecturing in the subject area, or working in a related agency eg. Natural Resources Conservati­on Authority with planning related duties.
